What this report is, and what it is not

The Housing Health and Safety Rating System is the framework English councils use to judge whether a property is safe to live in. It looks at the hazards present, how likely they are to cause harm, and how serious that harm would be. Damp and mould growth is one of those hazards, and it is the one that generates most of the correspondence landlords receive.

This report gives you the inspection and the evidence. Every room is walked, moisture readings are taken and recorded, thermal imaging is used to find what is not visible, and the findings are written up in plain English with photographs, so that you, your agent, your insurer or the local authority can see exactly what the condition of the property is.

Being straight with you about the limits

A formal statutory HHSRS rating, of the kind a council enforcement officer issues, has to come from a qualified HHSRS practitioner. We do not issue one, and we will tell you plainly when that is what you actually need rather than dressing this report up as something it is not. What we provide is the independent inspection and the factual evidence that sits underneath such an assessment, which in the large majority of cases is what a landlord or agent is really looking for.

Note also that the HHSRS was revised with effect from 23 June 2026. If you are working from older guidance or an older template report, it is worth checking that what you are relying on is current.

Why an independent inspection is worth more here

The obvious alternative is to ask a damp proofing contractor to take a look. The difficulty is that the contractor earns from the work it recommends, so its report will tend to find work that needs doing. If that report is later put in front of a tenant, a council officer or a court, that conflict is the first thing anyone will point at.

We carry out no remediation of any kind and take no referral commission from anyone who does. The findings are what the evidence supports, in both directions. If a property is in better condition than the complaint suggests, the report says so, and that is often the most useful document a landlord can hold.

Room by room findings

Every accessible room inspected, with the condition recorded rather than summarised. Photographs throughout.

Calibrated moisture readings

Protimeter readings logged by location so the evidence is measured and repeatable, not a matter of opinion.

Thermal imaging

FLIR thermal survey included as standard, showing cold bridging, missing insulation and moisture paths behind the surface.

Environmental readings

Temperature, relative humidity and dew point, which is what actually determines whether condensation will form.

Cause, not just symptom

Whether the problem is a building defect, a failure of ventilation, a leak, or occupier related, and the basis for saying so.

Schedule of works

What needs doing, in what order, and an honest note on what does not need doing at all.

Common questions

How quickly can you attend?

Usually within a few days across Suffolk, Norfolk, Essex and Cambridgeshire, and often sooner. Where a statutory clock is running, say so on the call and we will prioritise it.

Will the report stand up if the matter escalates?

It is written to be read by someone other than you. Findings are separated from opinion, the basis for each conclusion is stated, and the limits of a non invasive inspection are set out rather than glossed over.

Do you do the remedial work afterwards?

No. Never. That is the entire point of instructing us.
